Dunno who originally said it but it's one of my favourite Australian aphorisms. I seem to remember Arthur Calwell (whose nickname, ironically enough, was "Cocky"!) is supposed to have said it as Liberal after Liberal lost his seat in the 1961 elections that came within one seat of making him Prime Minister. It's a saying that Kevin Rudd should have taken to heart when he became Prime Minister 5 years ago.
